How our calculators work

Our website has two calculators and a comparison of HAMAG-BICRO and HBOR programmes. This page briefly explains how they calculate, which data they use and where their limits are. Formulas and examples are in the guides themselves, and this page links to those sections.

The calculation runs in your browser. The figures you enter are not sent to our server.

HBOR loan calculator, HBOR or bank

The calculator compares an HBOR loan with a bank loan for the same amount, term and grace period.

  • Data. For an HBOR programme the calculator fills in the interest rate, fees and maximum principal write-off from HBOR lending programmes and its fee rules. For the bank it uses the Croatian National Bank average rate on new loans to companies for the selected term and a processing fee of 1%. All fields can be changed to match an offer you have received.
  • Instalment. Calculated monthly, with a monthly rate equal to the annual rate divided by 12. The annuity uses the standard formula, and with equal principal instalments the same share of principal is repaid each month plus interest on the outstanding debt. During the grace period only interest is paid.
  • Total cost is the sum of interest and fees minus the principal write-off.
  • EKS (effective interest rate) is calculated from the monthly internal rate of return, so it may differ from the rate in an offer by a few hundredths.
  • Principal write-off is applied at the end of the grace period and reduces the part of the loan from EU funds. In practice the write-off is granted only once the programme criteria are met.
  • Testing. We compared the calculation with an independent calculation in Python across 34 tests.

The actual interest rate depends on creditworthiness and collateral, and for amounts above EUR 400,000 and some programmes the calculator gives an estimate. The result is not an offer or a decision by HBOR or a bank. Details are in the sections How to use the calculator and How the instalment, total cost and EKS are calculated.

Investment incentives calculator

The calculator estimates the value of incentives under the Croatian Investment Promotion Act (OG 136/24) and the Investment Promotion Regulation (OG 148/25).

  • Corporate income tax saving is the product of the profit from the investment activity, the corporate income tax rate (10% with revenue up to EUR 1,000,000, otherwise 18%) and the reduction of 50, 75 or 100%, which depends on the investment amount and the number of new jobs.
  • Aid for new jobs is a percentage of the salary cost of a new employee for two years. The salary cost is the gross salary plus the 16.5% health insurance contribution. The percentage and the maximum amount depend on the registered unemployment rate in the county according to the Croatian Bureau of Statistics.
  • Ceiling. The total aid for the same investment may not exceed the maximum intensity on the regional aid map. Future savings are discounted at the European Commission base rate for Croatia plus 100 basis points, and grants count at their nominal amount.
  • Testing. The calculator was tested on 70 cases, including all band thresholds.

The beneficiary status and the incentive band are confirmed by the Ministry of Economy. The calculator does not include the higher intensities for investments covered by the STEP platform. Details are in the sections How the corporate income tax saving is calculated, How aid for new jobs is calculated and The ceiling for all aid.

Comparison of HAMAG-BICRO and HBOR

The comparison table (in Croatian) lists the status, amount, interest rate, repayment and principal write-off for each HAMAG-BICRO loan, and the target group, amount, interest rate, repayment and special features for each HBOR loan. We take the data only from the official websites and programmes of HAMAG-BICRO and HBOR, and we check the tables every week.

The comparison does not rank programmes, because the right choice depends on the investment, company size and location. For a quick overview see also the Funding programmes overview 2026.

Programme questionnaire

The questionnaire Which funding programme fits your investment uses seven answers to show which programmes likely fit, may fit after checking and do not fit, with the reason. The rules are derived from the official programme conditions checked on 2 November 2026. The questionnaire does not assess whether an application will be approved, and your answers are not sent to our server.

What the calculators cannot do

  • The result is an estimate based on published conditions, not an offer, a decision or a promise of aid.
  • Conditions change, so each calculator shows the date the rules and data were last checked.
  • For a specific project, check the rules in the official programme documentation before applying.
