Tax incentives for investment: advisory and application
Omnia Solutions, based in Zagreb, helps businesses use the tax incentives and aid available under the Croatian Investment Promotion Act. We check whether your investment qualifies, prepare the application for the Ministry of Economy’s e-Investicije system and, depending on what we agree, help with annual reporting.
The Act allows a 50%, 75% or 100% lower corporate income tax for up to 10 years for an investment in fixed assets that creates new jobs, as well as grants for new jobs. The application must be submitted before the investment starts, that is, before the first binding order or the start of construction.

What we do for you
We agree the scope of work with you: an initial check only, the check and the application, or the whole process including reporting.
Initial screening
- We check your activity, company size including linked companies, the amount and type of investment, the number of new jobs and the region.
- We assess which incentives and aid you can use and roughly what they could be worth.
- We align the investment plan with the deadlines, so that orders and contracts do not come before the application.
Application preparation
- A five-year business plan with projections for the whole company and separately for the investment activity.
- The required forms and statements.
- Submission through the e-Investicije system and communication with the Ministry of Economy until the confirmation of beneficiary status.
Reporting support
- Annual reports to the Ministry of Economy, due by 30 April for the previous year, until the end of the period in which the investment must be maintained.
- Monitoring of the conditions on new jobs and on maintaining the investment.
- Coordination with your accountants, including separate accounts for the investment activity for projects that started on or after 1 January 2025.
How we work
- You send us your activity, a description and rough amount of the investment and the planned number of new jobs.
- We carry out the initial screening and tell you which incentives and aid may apply.
- We agree the scope of work and the timeline, before the first order or the start of construction.
- We prepare and submit the application and answer the Ministry of Economy’s questions.
- If agreed, we help with the annual reports during implementation and the maintenance period.
Points to watch
- The application is submitted before the investment starts. You can collect offers and pro forma invoices, but leave orders, contracts and advance payments until after the application.
- Simply replacing worn-out equipment is not an initial investment and does not qualify.
- Trade, tourism and hospitality, transport, construction and real estate, primary agriculture, finance and several other sectors cannot use the incentives. Tourism has a separate regulation.
- If the conditions on jobs or on maintaining the investment are not met, the incentives and aid used must be repaid with interest.
- Failing to submit an annual report carries a fine of EUR 13,270 to EUR 66,360 for a legal entity.
Who handles the process
Tax incentives under the Investment Promotion Act are mainly handled by Matija Vlahovski, co-founder of Omnia Solutions. He has taken part in more than 90 projects, through which clients were awarded more than EUR 12 million in grants and more than EUR 2 million in tax incentives.
>> The incentives can be combined with loans and EU grants, subject to the rules on cumulating aid. See also HBOR loans: advisory services and application preparation and EU projects: preparation and implementation.

Frequently asked questions
When is the application for tax incentives submitted?
Before the investment starts, that is, before construction work begins or before the first legally binding order for equipment. Applications are accepted all year round through the e-Investicije system.
How long does approval take?
The Ministry of Economy issues a confirmation of beneficiary status within 60 days of a complete application, or within the same period informs you that the conditions are not met.
Can a sole trader use the tax incentives?
Yes, if the sole trader pays corporate income tax. A sole trader who pays personal income tax can switch to corporate income tax by applying to the Tax Administration.
Can the incentive be combined with an HBOR loan or EU grant?
Yes, but the total of all aid for the same costs must not exceed the maximum aid intensity for the region, and at least 25% of eligible costs must be financed without state aid. This is why the financing structure should be set up before the application.
Is the incentive guaranteed if I meet the conditions?
No. Beneficiary status is decided by the Ministry of Economy, and the incentive is kept only if the investment and job conditions are met during implementation. We prepare a complete and accurate application and, if agreed, follow the obligations through to the end.
