Machinery and equipment

Purchase of new production machines, lines and equipment, including CNC machines, robotics and process automation.

How much of the loan do you not have to repay?

The loan is granted 50 : 50 from ERDF and HBOR funds. If criteria defined in advance are met, up to 50% of the disbursed principal can be written off, which turns the investment into partly non-repayable financing.

We explain in detail which criteria bring a write-off, how they are proven and which documents are required in the guide HBOR loan for production modernisation 2026: conditions, write-off and procedure.

Eligibility

Is the loan intended for your company?

The programme is intended for manufacturing companies that want to invest in development, expansion and modernisation. Check the basic criteria:

You are eligible if…

  • you are a micro, small or medium-sized private sector company (up to 249 employees)
  • you are registered for manufacturing (section C of the NKD classification of activities) and have a business unit in Croatia
  • you plan to invest in machinery, equipment, new products or expansion of production
  • the investment has not yet started (before the Investment Notification (Najava ulaganja) or the application is submitted, there are no contracts, advance payments or invoices)
  • you settle your obligations regularly and are creditworthy (HBOR assesses each application)

The programme is not for you if…

  • you are a large company (250+ employees)
  • you are seeking only working capital or refinancing of existing loans (working capital is possible up to 30% of the loan, together with an investment)
  • the investment already started before the Investment Notification or the application was submitted
  • you are not in manufacturing (e.g. trade, services, primary agriculture) or the activity is on the programme’s list of ineligible activities

Not sure? This is exactly what the eligibility check is for. Send an enquiry and within one working day we will tell you whether you meet the basic conditions, with no obligation.

≈ EUR 730,000

of capital rebate (50% of the principal) for one client

Why is preparation decisive? The rebate criteria are defined before approval. From day one, the investment must be structured so that the criteria are achievable and provable.

Frequently asked questions

Everything entrepreneurs ask most often

Who can apply for the HBOR loan for production modernisation?
Micro, small and medium-sized private sector enterprises registered for a manufacturing activity (section C of the NKD) with a business unit in Croatia. The programme cannot be used by large companies or for activities on the programme’s list of ineligible activities.
What can be financed with this loan?
Investments in fixed assets (tangible and intangible assets) for a new business unit, capacity expansion, new products or a fundamental change in the production process. Alongside the main investment, renewable energy sources, digital solutions and employee training are also eligible. Working capital can make up at most 30% of the loan.
What is the interest rate on the HBOR loan for production modernisation?
The loan is granted in a 50 : 50 ratio from ERDF and HBOR funds. On the part from ERDF funds, the interest rate is 0% per year, fixed. On the HBOR part, a fixed interest rate applies, which HBOR sets for each loan based on a risk assessment. The repayment period is up to 15 years, including a grace period of up to 3 years.
What share of the investment can HBOR finance?
As a rule, HBOR lends up to 85% of the estimated value of the investment, in an amount of EUR 100,000 to 3,000,000. If regional aid is granted, the entrepreneur must provide at least 25% of the eligible costs of the investment in fixed assets.
What is a capital rebate?
A capital rebate is a write-off of part of the loan principal from ERDF funds, up to a maximum of 50% of the total disbursed principal. It is granted after the investment, by proving criteria defined in advance. This is why it is essential to structure the investment from the start so that the criteria are achievable and provable.
What are the criteria for the capital rebate?
According to Annex 2 of the programme: 10% for each Industry 4.0 solution costing at least 10% of the loan principal, 2% for each digital solution and 5% for an investment aligned with the Smart Specialisation Strategy (S3). A maximum of 50% in total. Fulfilment of the criteria is confirmed by an authorised court expert, before and after the investment.
Can I start the investment before the loan is approved?
Not before submitting the Investment Notification or the loan application, because costs incurred before that are not eligible. Under this programme, only costs incurred after the Notification or the application and paid after HBOR’s decision to approve the loan are refunded from the loan. The loan application is submitted within 6 months of the Investment Notification.
Which documents are required?
For investments worth up to EUR 400,000, a business plan using the HBOR template, and for larger investments, an investment study. In addition, HBOR forms (application, investment tables, statements) and documentation on the “do no significant harm” (DNSH) principle and climate resilience are submitted. HBOR does not prepare the business plan or the study; we prepare the entire package.
Are there any fees, and how is the application submitted?
HBOR does not charge a fee for processing the application or for reserving funds. The application is submitted directly to HBOR, exclusively electronically. One borrower can contract only one loan under this programme.
How long does the procedure take from application to disbursement?
HBOR does not publish a fixed processing time. The duration depends on the complexity of the investment and the completeness of the documentation, and as a rule it takes several months. A well-prepared application significantly shortens processing, and this is exactly where we take on most of the work.
How much does the Omnia Solutions service cost?
The eligibility check is free and non-binding. The fee for preparing and managing the project is agreed transparently, depending on the scope, and is many times lower than the value of the capital rebate the project can achieve.
Until when can applications be submitted?
Applications are accepted until the available funds are used up. Since the allocation is being used continuously, we recommend starting the procedure as soon as the investment is defined.
