Mapped stakeholders of regional value chains in Croatia: how to get listed and why the Small Loans for Industrial Transition require it

No listing as a mapped stakeholder, no Small Loan for Industrial Transition. How to check the list for your region and send an expression of interest.

Status as of 30 October 2026, based on the public call and the lists of the Ministry of Regional Development and EU Funds.

The list of mapped stakeholders of regional value chains is kept by the Croatian Ministry of Regional Development and EU Funds, separately for Pannonian, Northern and Adriatic Croatia. Being listed is a condition for HAMAG-BICRO’s Small Loans for Industrial Transition, which reopen for applications on 20 November 2026 at 8:00. The expression of interest goes to a permanently open public call, is not binding and requires no prepared project.

Key points

  • The list is published separately for each of the three regions. The latest versions are labelled September 2026 and were published on 7 and 23 October 2026.
  • Companies of all sizes, sole traders (obrti), family farms, innovation clusters and research organisations with a seat or branch in one of the three regions can be listed.
  • The expression of interest is sent through a Google form with the signed declaration or by e-mail to industrijskatranzicija@mrrfeu.hr. There is no deadline.
  • The City of Zagreb is not part of any of the three regions, so Zagreb companies need a branch in one of the 20 counties of these regions.
  • According to the Ministry, the regional value chains have received more than 3,900 registrations from more than 1,400 entrepreneurs.

What the list of mapped stakeholders is

The industrial transition plans of Pannonian, Northern and Adriatic Croatia, adopted in November 2021, divide each region into regional value chains and each chain into priority niches. Companies and other organisations that respond to the public call are entered by the Ministry as mapped stakeholders. They become part of the strategic forum of the value chain and can take part in the workshops, conferences and networking that the Ministry organises.

For businesses the list matters most because of financing. The Small Loans for Industrial Transition of EUR 25,001 to 100,000, with interest of 0.5% to 1.5% and a write-off of up to 50% of the principal, are available only to micro, small and medium-sized companies and sole traders on the list of mapped stakeholders for their region. The programme allocates 53.3% of the funds to Pannonian, 26.7% to Adriatic and 20% to Northern Croatia.

The priority niches of each chain are described in the action plans for Pannonian, Northern and Adriatic Croatia (in Croatian). A company can join several value chains, and the public call is issued separately for each region.

How to check whether your company is already listed

  • Open the list for your region, Pannonian Croatia, Northern Croatia or Adriatic Croatia (PDF, September 2026 versions).
  • In the PDF viewer press Ctrl+F (Cmd+F on a Mac) and type part of the company name, without d.o.o. or obrt.
  • The list has no OIB numbers, and one company can appear several times, once for each value chain and niche. If the company has changed its name, check the old name as well.
  • According to the Ministry, those who responded to the call of February 2022 are already part of the value chains and do not need to apply again.

All versions of the list are published on the page Mapirani dionici RLV.

How to get on the list of mapped stakeholders

  • Choose the region according to your seat or branch and the value chain your activity contributes to. The action plans of the chains, which describe the priority niches, help with the choice.
  • On the public call page for Pannonian, Northern or Adriatic Croatia open the chosen value chain and download the call, the expression of interest form and the declaration of the chain.
  • Fill in the form and sign the declaration. In the form you state the priority niche and your role in the chain, for example producer, supplier, technology supplier or integrator.
  • Submit the expression of interest through the Google form linked on the chain page, uploading the signed declaration, or by e-mail to industrijskatranzicija@mrrfeu.hr with the subject „Javni poziv za iskaz interesa – Naziv RLV-a – Naziv regije”.
  • Keep the confirmation of sending. The Ministry does not say how soon a new stakeholder appears on the published list, and the lists are updated from time to time.

HAMAG-BICRO requires the listing for the loan. If you sent your expression of interest recently and are not yet on the published list, check with HAMAG-BICRO or with us how to prove the listing before you apply.

    Who can be listed

    • micro, small, medium-sized and large companies and sole traders
    • family farms
    • innovation clusters and research and knowledge dissemination organisations
    • health institutions that count as enterprises under the SME definition

The conditions are a seat or branch in Pannonian, Northern or Adriatic Croatia, an activity that contributes to at least one priority niche of the value chain and at least one role in the chain. No prepared project or partners are needed, and you can withdraw at any time. For the Small Loans for Industrial Transition, only micro, small and medium-sized companies and sole traders registered for at least three years are eligible.

    What comes after the listing

Once the company is listed, the conditions of the loan itself remain. The interest rate depends on the development group of the municipality or town of the investment, the investment must be in a priority niche within the thematic areas of the Smart Specialisation Strategy, and the principal write-off depends on growth in value added per employee. You can check all basic conditions in the eligibility check, where you enter the municipality or town of the investment.

Mapped stakeholders also take part in the strategic forums of the value chains. The priority Industrial Transition of Croatian Regions in the Integrated Territorial Programme 2021–2027 has EUR 536 million.

    Frequently asked questions

What is the list of mapped stakeholders?

It is the list of companies and other organisations that have expressed interest to the Ministry of Regional Development and EU Funds in taking part in the regional value chains of Pannonian, Northern or Adriatic Croatia. It is published separately for each region, and being listed is a condition for the Small Loans for Industrial Transition.

How do I check whether my company is on the list?

Open the PDF list for your region on the Ministry’s website and search for your company name. The list has no OIB numbers, and one company can appear several times, once for each value chain and niche.

How do I get on the list of mapped stakeholders?

On the public call page for your region, choose a value chain, fill in the expression of interest form and sign the value chain declaration. Submit them through the Google form or by e-mail to industrijskatranzicija@mrrfeu.hr.

    Is there a deadline?

No. The public call is open on a continuous basis. If you plan to apply for a Small Loan for Industrial Transition, send the expression of interest as early as possible, because the Ministry does not say when new stakeholders appear on the published list.

    Is the listing binding?

No. You can withdraw at any time without consequences, and you need neither a prepared project nor partners to apply.

Can a company from Zagreb get listed?

The City of Zagreb is not part of Pannonian, Northern or Adriatic Croatia. A company based in Zagreb can be listed if it has a branch in one of the counties of these regions, and for the loan the investment must also be in that region.

Can a company join several value chains?

Yes. Each value chain has its own form and declaration, so a separate expression of interest is sent for each one.
