Being listed is a condition for HAMAG-BICRO&#8217;s <a href=\"https:\/\/omniasolutions.hr\/en\/small-loans-industrial-transition-reopening-2026\/\">Small Loans for Industrial Transition<\/a>, which reopen for applications on 20 November 2026 at 8:00. The expression of interest goes to a permanently open public call, is not binding and requires no prepared project.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Key points<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The list is published separately for each of the three regions. The latest versions are labelled September 2026 and were published on 7 and 23 October 2026.<\/li>\n\n\n\n<li>Companies of all sizes, sole traders (obrti), family farms, innovation clusters and research organisations with a seat or branch in one of the three regions can be listed.<\/li>\n\n\n\n<li>The expression of interest is sent through a Google form with the signed declaration or by e-mail to industrijskatranzicija@mrrfeu.hr. There is no deadline.<\/li>\n\n\n\n<li>The City of Zagreb is not part of any of the three regions, so Zagreb companies need a branch in one of the 20 counties of these regions.<\/li>\n\n\n\n<li>According to the Ministry, the regional value chains have received more than 3,900 registrations from more than 1,400 entrepreneurs.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What the list of mapped stakeholders is<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The industrial transition plans of Pannonian, Northern and Adriatic Croatia, adopted in November 2021, divide each region into regional value chains and each chain into priority niches. Companies and other organisations that respond to the public call are entered by the Ministry as mapped stakeholders. They become part of the strategic forum of the value chain and can take part in the workshops, conferences and networking that the Ministry organises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For businesses the list matters most because of financing. The <a href=\"https:\/\/omniasolutions.hr\/en\/small-loans-industrial-transition-reopening-2026\/\">Small Loans for Industrial Transition<\/a> of EUR 25,001 to 100,000, with interest of 0.5% to 1.5% and a write-off of up to 50% of the principal, are available only to micro, small and medium-sized companies and sole traders on the list of mapped stakeholders for their region. If the company has changed its name, check the old name as well.<\/li>\n\n\n\n<li>According to the Ministry, those who responded to the call of February 2022 are already part of the value chains and do not need to apply again.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All versions of the list are published on the page <a href=\"https:\/\/razvoj.gov.hr\/vijesti\/industrijska-tranzicija-panonske-sjeverne-i-jadranske-hrvatske-5187\/mapirani-dionici-rlv-5195\/5195\">Mapirani dionici RLV<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"register\">How to get on the list of mapped stakeholders<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Choose the region according to your seat or branch and the value chain your activity contributes to. The action plans of the chains, which describe the priority niches, help with the choice.<\/li>\n\n\n\n<li>On the public call page for <a href=\"https:\/\/razvoj.gov.hr\/javni-poziv-iskaz-interesa-za-sudjelovanjem-u-regionalnim-lancima-vrijednosti-panonske-hrvatske-5203\/5203\">Pannonian<\/a>, <a href=\"https:\/\/razvoj.gov.hr\/javni-poziv-iskaz-interesa-za-sudjelovanjem-u-regionalnim-lancima-vrijednosti-sjeverne-hrvatske-5209\/5209\">Northern<\/a> or <a href=\"https:\/\/razvoj.gov.hr\/javni-poziv-iskaz-interesa-za-sudjelovanjem-u-regionalnim-lancima-vrijednosti-jadranske-hrvatske-5216\/5216\">Adriatic Croatia<\/a> open the chosen value chain and download the call, the expression of interest form and the declaration of the chain.<\/li>\n\n\n\n<li>Fill in the form and sign the declaration. In the form you state the priority niche and your role in the chain, for example producer, supplier, technology supplier or integrator.<\/li>\n\n\n\n<li>Submit the expression of interest through the Google form linked on the chain page, uploading the signed declaration, or by e-mail to industrijskatranzicija@mrrfeu.hr with the subject \u201eJavni poziv za iskaz interesa \u2013 Naziv RLV-a \u2013 Naziv regije\u201d.<\/li>\n\n\n\n<li>Keep the confirmation of sending. The Ministry does not say how soon a new stakeholder appears on the published list, and the lists are updated from time to time.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">HAMAG-BICRO requires the listing for the loan. No prepared project or partners are needed, and you can withdraw at any time. For the Small Loans for Industrial Transition, only micro, small and medium-sized companies and sole traders registered for at least three years are eligible.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What comes after the listing<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Once the company is listed, the conditions of the loan itself remain. The interest rate depends on the development group of the municipality or town of the investment, the investment must be in a priority niche within the thematic areas of the Smart Specialisation Strategy, and the principal write-off depends on growth in value added per employee. You can check all basic conditions in the <a href=\"https:\/\/omniasolutions.hr\/en\/small-loans-industrial-transition-reopening-2026\/#provjera\">eligibility check<\/a>, where you enter the municipality or town of the investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mapped stakeholders also take part in the strategic forums of the value chains. The priority Industrial Transition of Croatian Regions in the Integrated Territorial Programme 2021\u20132027 has EUR 536 million.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently asked questions<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">What is the list of mapped stakeholders?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It is the list of companies and other organisations that have expressed interest to the Ministry of Regional Development and EU Funds in taking part in the regional value chains of Pannonian, Northern or Adriatic Croatia.
