The interest rate is 0.10%, and up to 45% of the principal can be written off, or up to 50% for young farmers. Applications are accepted online from Wednesday, 28 October 2026 at 9:00.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Status on 28 October 2026.<\/strong> Applications for SP ZPP loans, including the loan for beekeepers, have been accepted since Wednesday, 28 October 2026 at 9:00, via the online form on the HAMAG-BICRO website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the financial instrument <a href=\"https:\/\/omniasolutions.hr\/en\/hamag-bicro-loans-farmers-sp-zpp-2026\/\"><strong>SP ZPP Loans for Growth of Agricultural Production in Sensitive Sectors<\/strong><\/a> (SP ZPP zajmovi za rast poljoprivredne proizvodnje u osjetljivim sektorima), part of the CAP Strategic Plan (SP ZPP) and co-financed by the European Agricultural Fund for Rural Development (EAFRD). The aim is to increase the number of hives and to enable migratory beekeeping for beekeepers with more than 100 hives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following investments are eligible.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Purchase of used goods vehicles of categories N2 and N3, i.e. trucks.<\/li>\n\n\n\n<li>Purchase of trailers with a payload capacity of more than 3,500 kg.<\/li>\n\n\n\n<li>Purchase of semi-trailers.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">No vehicle may be older than 10 years, and each must be entered in the register of beekeeping vehicles. Registration is proven with a certificate of entry in the register kept by the Croatian Beekeepers&#8217; Association (Hrvatski p\u010delarski savez).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purchase of bees and hives is not allowed. For beekeeping, the Programme provides only for vehicles, so the loan cannot finance other equipment, such as honey extractors or honey bottling equipment, or working capital.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who can apply for the loan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The loan is intended for beekeepers with small business status who meet all the conditions below.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Legal form.<\/strong> Family farm (OPG), sole proprietorship (obrt), company, producer organisation or other legal entity.<\/li>\n\n\n\n<li><strong>Number of hives.<\/strong> More than 100 hives.<\/li>\n\n\n\n<li><strong>Registration.<\/strong> Register of Farmers (Upisnik poljoprivrednika), Register of Family Farms (Upisnik OPG-ova) or another appropriate register or record of producers of primary agricultural products.<\/li>\n\n\n\n<li><strong>Experience.<\/strong> Registered activity and operations in beekeeping for at least 2 years before applying.<\/li>\n\n\n\n<li><strong>Family farms and sole proprietorships.<\/strong> The holder of the family farm or the owner of the sole proprietorship is entered in the Register of Taxpayers before the loan is approved and pays health and pension insurance contributions. Pensioners do not have to pay contributions.<\/li>\n\n\n\n<li><strong>Legal entities.<\/strong> At least one employee, or hiring within 6 months of using the loan.<\/li>\n\n\n\n<li><strong>Financial discipline.<\/strong> The account is not blocked and has not been continuously blocked for more than 30 days in the last 6 months. No debts to the State, except under an agreed rescheduling, and existing debts are repaid regularly.<\/li>\n\n\n\n<li><strong>Registered in Croatia.<\/strong> Registered place of business and activity in the Republic of Croatia, at the time of the investment and during repayment.<\/li>\n\n\n\n<li><strong>Investment location.<\/strong> All of Croatia except the urban centres of Zagreb, Osijek, Rijeka and Split.<\/li>\n\n\n\n<li><strong>Stability.<\/strong> The beneficiary must not be an undertaking in difficulty.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Who counts as a young farmer<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A young farmer receives a write-off that is 5 percentage points higher and a repayment period up to 2 years longer. A young farmer is a natural person older than 18 and not older than 40 who is the holder of an agricultural holding for the first time. At the time of the application, the person may have been the holder for no more than 5 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A young farmer manages the holding independently, using resources entered in the relevant registers. In a company, the young farmer must be the responsible person and own at least 50% of the share capital. The status is checked at the time the loan application is submitted.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How much of the principal is written off and under what conditions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A beekeeper can have up to 45% of the loan amount used written off, and a young farmer up to 50%. The write-off is made up of two criteria.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Putting the vehicle into operation.<\/strong> You put the purchased hive transport vehicle into operation and enter it in the register of beekeeping vehicles. The write-off is 35%, or 40% for young farmers.<\/li>\n\n\n\n<li><strong>Increasing the number of hives.<\/strong> An increase of 1 to 5% brings an additional 5 percentage points of write-off. An increase of more than 5% brings an additional 10 percentage points.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The second criterion applies only if the first has been checked and met. The number of hives before the investment is determined from the Register of Beekeepers and Apiaries (Evidencija p\u010delara i p\u010delinjaka) for the current year. After the investment, the status on the day you request the data is checked.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sample calculation for a loan of EUR 60,000<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose a beekeeper uses a loan of EUR 60,000 to buy a truck and repays it regularly.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Criteria met<\/th><th>Write-off<\/th><th>Write-off amount<\/th><th>Young farmer<\/th><\/tr><\/thead><tbody><tr><td>Vehicle put into operation<\/td><td>35%<\/td><td>EUR 21,000<\/td><td>40% or EUR 24,000<\/td><\/tr><tr><td>Vehicle and 1 to 5% more hives<\/td><td>40%<\/td><td>EUR 24,000<\/td><td>45% or EUR 27,000<\/td><\/tr><tr><td>Vehicle and more than 5% more hives<\/td><td>45%<\/td><td>EUR 27,000<\/td><td>50% or EUR 30,000<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The write-off is calculated on the loan amount used, not on the price of the vehicle. If VAT is recoverable, it is not an eligible cost and is not included in the loan.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">When and how to request the write-off<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The write-off is requested with a written application, and only once during repayment. The deadline is no later than 18 months after the end of the loan utilisation period. The write-off is approved after a check that the loan was used for its intended purpose, provided that repayment is regular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the request can be made only once, it pays to wait until you have also increased the number of hives. The part of the principal already repaid cannot be written off.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to apply for the loan, step by step<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The path from preparation to write-off has seven steps. Complete the first two before you submit the application.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Check your eligibility.<\/strong> Compare your situation with the conditions in the section on applicants, especially the number of hives, years of operation and contributions.<\/li>\n\n\n\n<li><strong>Request an extract from the Single Register of Domestic Animals (Jedinstveni registar doma\u0107ih \u017eivotinja, JRD\u017d).<\/strong> It proves the length of operation and the production volume. You request it by sending the form SP ZPP Request for data from the JRD\u017d (before investment) (SP ZPP Zahtjev za podatke iz JRD\u017d (prije ulaganja)), published on the HAMAG-BICRO website, to oznacavanje@mps.hr. On the day the loan application is received, the extract must not be older than 30 days, so request it now if you want to apply on the first day.<\/li>\n\n\n\n<li><strong>Prepare the documentation.<\/strong> The list is below, and the forms are published on the <a href=\"https:\/\/hamagbicro.hr\/financijski-instrumenti\/kako-do-zajma\/dokumentacija\/\" target=\"_blank\" rel=\"noopener\">HAMAG-BICRO website<\/a>. The investment must be economically justified and have its financing fully secured.<\/li>\n\n\n\n<li><strong>Submit the application online.<\/strong> Application intake started on 28 October 2026 at 9:00, exclusively via the HAMAG-BICRO online form.<\/li>\n\n\n\n<li><strong>Buy the vehicle and register it.<\/strong> The funds are paid into a special-purpose account and must be used within 6 months of disbursement. You then enter the vehicle in the register of beekeeping vehicles.<\/li>\n\n\n\n<li><strong>Increase the number of hives.<\/strong> This is not mandatory, but it brings an additional 5 or 10 percentage points of write-off.<\/li>\n\n\n\n<li><strong>Submit the write-off request.<\/strong> The written request is submitted once, no later than 18 months after the end of the loan utilisation period.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">HAMAG-BICRO decides on each application according to its own methodology and discretionary assessment, so there is no automatic right to a loan.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Documentation for the application<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">According to HAMAG-BICRO&#8217;s documentation list, which applies from 28 October 2026, a beekeeper submits the following documentation with the application.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Business plan<\/strong> on the HAMAG-BICRO form, in xls format.<\/li>\n\n\n\n<li><strong>Quotations, pro forma invoices or a sales contract<\/strong> for the vehicle, in line with the business plan.<\/li>\n\n\n\n<li><strong>JRD\u017d extract<\/strong> issued by the Ministry of Agriculture, Forestry and Fisheries, not older than 30 days.<\/li>\n\n\n\n<li><strong>Certificate of entry in the Register of Beekeepers<\/strong> issued by the Croatian Beekeepers&#8217; Association.<\/li>\n\n\n\n<li><strong>Printout from the Agronet application<\/strong> from the Register of Farmers or the Register of Family Farms, with the tabs for basic data, members, holdings, ARKOD, JRD\u017d and payment entitlements, and a certificate of the economic size of the holding.<\/li>\n\n\n\n<li><strong>BON2 or SOL2 and a Tax Administration certificate<\/strong> on the debt status, not older than 30 days, and certificates of regular repayment of existing debts.<\/li>\n\n\n\n<li><strong>Signed and stamped HAMAG-BICRO forms:<\/strong> a statement on de minimis aid and State aid received, a joint statement on small business status and a table of credit indebtedness as of the last day of the month, not older than 2 months.<\/li>\n\n\n\n<li><strong>Financial documentation<\/strong> depending on tax status, mostly for the previous two years. Flat-rate taxpayers attach the PO-SD and KPR forms, those outside the income or profit tax system attach records of sales of their own products, and profit taxpayers attach the financial statements for the previous year and the trial balance for the current year.<\/li>\n\n\n\n<li><strong>Copies of identity cards<\/strong> of the persons in the ownership and management structure.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">On the day the application is received, the JRD\u017d extract, BON2 or SOL2 and the Tax Administration certificate must not be older than 30 days. Request them when the rest of the documentation is almost ready, or immediately if you are applying on the first day.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What beekeepers should watch out for<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Programme explicitly excludes several types of costs. The loan cannot finance the following.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>VAT, if you can recover it.<\/li>\n\n\n\n<li>Refinancing of existing obligations, including repayment of loans or leases.<\/li>\n\n\n\n<li>Reimbursement of obligations paid earlier.<\/li>\n\n\n\n<li>Obligations older than 3 months from the date HAMAG-BICRO receives the application.<\/li>\n\n\n\n<li>Purchase of vehicles from related persons.<\/li>\n\n\n\n<li>Investments for personal needs.<\/li>\n\n\n\n<li>Working capital.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Combining with other aid.<\/strong> For the same vehicle, you must not use grants or other financial instruments co-financed from EU funds. Previous use of other SP ZPP instruments is not an obstacle. In beekeeping, only trucks of categories N2 and N3, trailers with a payload capacity of more than 3,500 kg and semi-trailers are financed.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How old can the vehicle be?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The vehicle must not be older than 10 years. The conditions refer to the purchase of used vehicles, and after the purchase the vehicle is entered in the register of beekeeping vehicles.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How many hives do I need?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">More than 100 hives. In addition, you must have been registered and operating in beekeeping for at least 2 years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How large can the loan be and how much of the principal can be written off?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The loan ranges from EUR 1,000 to 150,000 at an interest rate of 0.10%. The write-off is up to 45% of the loan amount used, and up to 50% for young farmers. On a loan of EUR 60,000, this is up to EUR 27,000, or up to EUR 30,000 for young farmers.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">When is the principal written off?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">After you put the vehicle into operation and, if you choose, increase the number of hives, you submit one written write-off request.
